Sir:

     Your Committee on Finance, to which was referred S.B. No.
2493, S.D. 2, H.D. 1, entitled: 

     "A BILL FOR AN ACT MAKING AN APPROPRIATION FOR SUBSTANCE
     ABUSE TREATMENT SERVICES,"

begs leave to report as follows:

     The purpose of this bill is to appropriate funds to be
expended by the Department of Health for substance abuse
treatment services for pregnant women, teenagers, and families
involved with child protective services who have children under
five years of age, provided that the funds are matched by private
or federal sources.

     The Department of Human Services, Hawaii Substance Abuse
Coalition, and a concerned citizen provided testimony in support
of this bill.  The Department of Health and the Judiciary
supported the intent of this measure.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
2493, S.D. 2, H.D. 1, and recommends that it pass Third Reading.
