Sir:

     Your Committee on Judiciary, to which was referred S.B. No.
2869 entitled: 

     "A BILL FOR AN ACT RELATING TO SAFE DRINKING WATER,"

begs leave to report as follows:

     The purpose of this bill is to increase the fines imposed on
public water systems violating drinking water requirements.

     Your Committee finds that federal laws governing drinking
water require that water suppliers be liable for a daily penalty
for each ongoing violation.  Your Committee agrees that this
measure will clarify in state law the department's
responsibilities with regard to enforcing federal law.

     Testimony in support of this measure was submitted by the
Department of Health.

     As affirmed by the record of votes of the members of your
Committee on Judiciary that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
2869 and recommends that it pass Third Reading.
