                                 RE: S.B. No. 2964
                                     H.D. 1

Honorable Calvin K.Y. Say
Speaker, House of Representatives
Twentieth State Legislature
Regular Session of 2000
State of Hawaii

Sir:

Your Committee on Higher Education, to which was referred
S.B. No. 2964 entitled:

"A BILL FOR AN ACT RELATING TO THE UNIVERSITY OF HAWAII,"

begs leave to report as follows:

The purpose of this bill is to allow the University of
Hawaii (UH) to develop its own position classification system
that appropriately recognizes the scope and subject matter of
work, scope and degree of responsibility, and qualification
requirements.

UH supported this bill. Hawaii Government Employees
Association supported the intent of this bill.

Your Committee finds that this bill will further the efforts
to achieve autonomy for UH. By allowing UH greater control over
their classification system, they will be able to more
effectively and flexibly attract and retain high-quality faculty
and staff. This flexibility will directly affect UH's ability to
recruit the best teachers and, consequently, produce higher-
quality graduates.

Upon further consideration, your Committee has amended this
bill by changing the effective date to July 1, 2010, to ensure
further discussion of this bill.

As affirmed by the record of votes of the members of your
Committee on Higher Education that is attached to this report,

                                 STAND. COM. REP. NO. 964-00

your Committee is in accord with the intent and purpose of S.B.
No. 2964, as amended herein, and recommends that it pass Second
Reading in the form attached hereto as S.B. No. 2964, H.D. 1, and
be referred to the Committees on Labor and Public Employment and
Finance.

                                   Respectfully submitted on
behalf of the members of the
                                   Committee on Higher Education,

                                   ______________________________
