Sir:

   Your Committee on Transportation and Intergovernmental
Affairs, to which was referred S.B. No. 65 entitled: 

   "A BILL FOR AN ACT RELATING TO GOVERNMENT EMPLOYMENT,"

begs leave to report as follows:

   The purpose of this bill is to deem ineligible for
employment with any state or county agency persons who failed to
register with the Selective Service System or otherwise comply
with the Military Selective Service Act.

   Testimony in support of the bill was submitted by the
Selective Services System's Local Board No. 5 and the Hawaii
State Director of the Selective Service System.  

   The testimony received by your Committee indicated that
several other states and the federal government have passed
similar legislation making compliance with the Military Selective
Service Act a pre-condition for state employment, federal
appointments, and receiving student financial aid.

   Upon consideration of all pertinent issues and testimony
presented, your Committee finds that this bill will increase
public awareness of the registration requirements of the Military
Selective Service Act and encourage voluntary compliance.

   As affirmed by the record of votes of the members of your
Committee on Transportation and Intergovernmental Affairs that is
attached to this report, your Committee is in accord with the

intent and purpose of S.B. No. 65 and recommends that it pass
Second Reading and be referred to the Committee on Labor and
Environment.
