Sir:

     Your Committee on Transportation and Intergovernmental
Affairs, to which was referred S.B. No. 667 entitled: 

     "A BILL FOR AN ACT RELATING TO HIGHWAYS,"

begs leave to report as follows:

     The purpose of this bill is to permit the use of high
occupancy vehicle lanes by all vehicles between the hours of 7:00
a.m. and 8:00 a.m. on Interstate Route H-1 and permit use of the
zipper lanes by vehicles carrying three and fewer passengers
during specific hours.

     Testimony in opposition to this bill was received from the
Department of Transportation and one concerned citizen.

     Upon consideration of all pertinent issues and testimony
presented, your Committee finds that this bill allows for full
utilization of the high occupancy vehicle and zipper lanes and
will facilitate overall traffic flow especially during "rush
hour".  While your Committee realizes there may be some reduction
in the Director of Transportation's discretion, your Committee
finds that the amendments proposed in this bill will improve
highway operations and traffic.

     As affirmed by the record of votes of the members of your
Committee on Transportation and Intergovernmental Affairs that is
attached to this report, your Committee is in accord with the
intent and purpose of S.B. No. 667 and recommends that it pass
Second Reading and be placed on the calendar for Third Reading.
