Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred S.C.R. No. 199, S.D. 1, entitled:

     "SENATE CONCURRENT RESOLUTION REQUESTING THE ATTORNEY
     GENERAL TO CONVENE A TASK FORCE TO STUDY AND MAKE
     RECOMMENDATIONS ON HOW TO IMPROVE THE LAWS CONCERNING THE
     SEXUAL EXPLOITATION OF WOMEN AND CHILDREN,"

begs leave to report as follows:

     Your Committee amended this resolution by:

     1.   Requesting the Legislative Reference Bureau to convene
          the task force to conduct the study;

     2.   Including the Department of the Attorney General as a
          basic member of the task force; and

     3.   Deleting from the focus of the task force the specific
          issue of noncommercial exploitation and coercion of
          young women by men.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee concurs with the intent and purpose
of S.C.R. No. 199, S.D. 1, as amended herein, and recommends that
it be referred to the Committee on Finance, in the form attached
hereto as S.C.R. No. 199, S.D. 1, H.D. 1.
