Sir:

     Your Committee on Judiciary, to which was referred S.C.R.
No. 26 entitled:

     "SENATE CONCURRENT RESOLUTION REQUESTING THE JUDICIARY TO
     STUDY THE FEASIBILITY OF ESTABLISHING A DRUG COURT IN HILO,"

begs leave to report as follows:

     The purpose of this resolution, as received by your
Committee, is to request the Judiciary to study the feasibility
of establishing a drug court in Hilo.

     Testimony in support of this measure was submitted by the
Judiciary, the Department of Public Safety, and the Community
Alliance on Prisons.

     Upon further consideration, your Committee has amended this
measure by:

     (2)  Changing the location to be studied as a proposed drug
          court from Hilo to two sites, the islands of Hawaii and
          Kauai; and

     (3)  Amending the title to reflect that change.

     As affirmed by the record of votes of the members of your
Committee on Judiciary that is attached to this report, your
Committee concurs with the intent and purpose of S.C.R. No. 26,
as amended herein, and recommends that it be referred to the
