SB 2378       RELATING TO ADMINISTRATIVE PROCEDURE        CPN/LRE, WAM
              Discontinues board or commission automatic approval if
              there is a vote on a project application. (Nakata)

SB 2515       RELATING TO BUSINESS OR DEVELOPMENT-        CPN/LRE, WAM
              RELATED PERMITS, LICENSES, OR APPROVALS
              Amends law providing for the automatic approval of certain
              permits and licenses by specifying that no application
              requiring a decision by a board or commission shall be
              deemed approved by operation of law if the board or
              commission votes on, and does not approve, the application
              within the specified time period. (Nakata)

SB 2993       RELATING TO THE ENVIRONMENT                 CPN/LRE, WAM
              Establishes the Environmental Health Consumer Advocate
              within the Department of Commerce and Consumer Affairs.

 
              Establishes an environmental protection hotline.  Requires
              the Department of Health to convene a Campbell Industrial
              Park study group to examine toxic emissions and spills.

SB 2293       RELATING TO INSURANCE                            CPN/LRE
              Deems a request for approval granted if the insurance
              commissioner takes no action on the request within thirty
              days. Eliminates the public hearing requirement for
              workers' compensation rate filings. (Taniguchi / Kanno)

SB 3153       RELATING TO PUBLIC ACCESS TELEVISION            CPN, WAM
              Requires the DCCA to establish agreements with all access
              organizations to oversee the development, operation,
              supervision, management, production, and broadcasting over
              the cable PEG channels.  Requires the DCCA to establish a
              board for each organization, and sets out the requirements.

SB 3070       RELATING TO CYBER-TERRORISM                 CPN/EDU, JDC
              Creates the offenses of cyber-terrorism of a law
              enforcement officer and cyber-terrorism. (Mizuguchi (BR))

SB 3156       RELATING TO HIGH SPEED CONNECTIVITY         CPN/EDU, WAM
              Creates incentives for internet service providers and
              telecommunications companies to extend high speed
              connectivity throughout the State. (Ihara)

SB 2926       RELATING TO THE UNIFORM ELECTRONIC               CPN/EDU
              TRANSACTIONS ACT
              Gives electronic records and signatures the same legal
              status as paper records and handwritten signatures.

SB 2385       RELATING TO THE UNIFORM COMPUTER INFORMATION EDU/CPN, WAM
              TRANSACTIONS ACT
              Adopts the Uniform Computer Information Transactions Act of
              the National Conference of Commissioners on Uniform Laws to
              provide requirements for computer information transactions
              involving an agreement to create, modify, transfer, or
              license computer information or informational rights in

SB 2439       RELATING TO PROTECTION OF HEALTH INFORMATION CPN/HHS, JDC
              BY PROPERTY AND CASUALTY INSURERS

 
 
 
              Provides for administration of protected health information
              that is used, maintained, collected, and disclosed by
              property and casualty insurers. (Matsunaga / Chumbley)

SB 2891       RELATING TO MENTAL HEALTH PARITY            CPN/HHS, WAM
              Requires health insurance to equitably reimburse providers
              for mental health treatment.  (Mizuguchi (BR))

SB 2292       RELATING TO INSURANCE CODE                       CPN/HHS
              Clarifies federal statutory citation in HRS that requires
              group and individual health insurance to comply with the
              federal Health Insurance Portability Act of 1996.

Persons wishing to testify should submit 45 copies of their testimony to the
committee clerk, Room 202, State Capitol, 24 hours prior to the hearing.
Testimony may also be faxed if less than 5 pages in length, to the Senate
Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for
neighbor islands), at least 24 hours prior to the hearing.  When faxing,
please indicate to whom the testimony is being submitted, the date and time
of the hearing, and the required number of copies needed for submittal.

If you require special assistance or auxiliary aids or services to
participate in the public hearing process (i.e., sign language interpreter,
wheelchair accessibility, or parking designated for the disabled), please
contact the committee clerk 24 hours prior to the hearing so arrangements
can be made.
