JOINT PSM/JHA MEASURES:
HB 1896    RELATING TO THE INTERSTATE COMPACT FOR THE SUPERVISION
        OF ADULT OFFENDERS                        PSM/JHA, FIN
        Authorizes state participation in the Interstate
        Compact for the proprietary interests.  In
        promulgating such Rules, the Supervision of Adult
        Offenders.

HB 2292    RELATING TO CRIME VICTIM COMPENSATION     PSM/JHA, FIN
        Authorizes payment of compensation for mental health
        counseling, in the case of mass casualty, for deceased
        victim's relative, witness, or individual engaged in
        business or educational activities at scene.

HB 2353    RELATING TO CRIME VICTIM COMPENSATION     PSM/JHA, FIN

 
 
        Requires, as condition of DAG or DANC plea, payment of
        compensation fee to be deposited into the crime victim
        compensation special fund.

PSM ONLY MEASURES:
HB 476     RELATING TO PUBLIC SAFETY                          PSM
        Effectuates purpose of title (short form).

HB 2380    RELATING TO CORRECTIONS                       PSM, JHA
        Allows an inmate to receive "earned time" credit to
        reduce length of a prison sentence.

HB 2592    RELATING TO CRIME VICTIM COMPENSATION
        COMMISSION                                    PSM, FIN
        Allows the Commission to appoint a civil service
        exempt executive assistant and administrative
        assistant.

HB 2593    RELATING TO CORRECTIONAL HEALTH CARE          PSM, FIN
        Exempts the position of the correctional Health Care
        Administrator and authorized physician positions from
        the civil service process.

HB 2596    RELATING TO THE OPERATIONS OF
        CORRECTIONAL FACILITIES                   PSM, LAB/FIN
        Authorizes the Department to enter into contracts with
        qualified private entities for services appropriate
        and necessary to operate and staff new in-state
        correctional facilities.

HB 2717    RELATING TO TERRORISM                         PSM, JHA
        Provides for protections and penalties for the threat
        of use of weapons of mass destruction.

HB 2739    RELATING TO CORRECTIONS                       PSM, FIN
        Makes an appropriation to the department of public
        safety to indicate the intention and ability of the
        State of Hawaii to proceed with the private
        development of a correctional facility to reduce
        prison overcrowding, utilizing public funds or private
        funds, or a combination of both.

HB 2741    RELATING TO PRIVATELY-OPERATED CORRECTIONAL
        FACILITIES                                PSM, LAB/FIN
        Allows the governor to contract for private sector
        operation of correctional facilities.  Establishes
        criteria necessary for an acceptable contract for
        privatized operation of a correctional facility.

HB 2886    RELATING TO MANGEMENT OF PRISONS          PSM, LAB/FIN

 
 
 
        Provides that the development and management of in-
        state correctional facilities be subject to the
        managed competition process.

HB 2982    RELATING TO LABOR                         PSM, LAB/FIN
        Excludes overtime, supplementary pay, and
        differentials from correction officer's computation
        for the contribution to the annuity savings fund.
        Gives mayors the authority to decide what amounts of
        wages, overtime, supplementary pay, and differentials
        employees under section 88-45 are included in the
        computations  to determine police officer
        contributions to the annuity savings fund.
