S.B. 2138     Relating to Public School Facilities      EDU, WAM
SD1

              Requires all newly constructed school buildings, and all
              existing school buildings, undergoing re-roofing, to
              include thermal control systems with a minimum heat
              transfer resistance value of R-19, or its equivalent, in
              conformance with the provisions of the Hawaii Model Energy
              Code regarding roof heat gain, during their construction
              or re-roofing.  (SD1)

S.B. 2218     Relating New Century Charter Schools      EDU, WAM
SD1

              Provides legal protection for new century charter school
              boards.  Allows groups of teachers at a school to form a
              charter school.  Requires the auditor to consider the
              advice of the superintendent and local school boards in
              setting the allocation for new century charter schools.
              Appropriates funds for the establishment of additional new
              century charter schools, including the hiring of
              additional school personnel.  (SD1)


 


 
S.B. 2420     Relating to Technology                    EDU, WAM

              Adds a new chapter to establish the New Economy Technology
              Scholarship Act. (SD1)

S.B. 2474     Relating to Education and Technologyf     EDU, WAM

              Prohibits federal impact aid received by the DOE from
              being returned to the general fund.  Allows excess federal
              impact aid to be spent by the DOE for the purposes of the
              school-based budgeting program-EDN

S.B. 2571     Relating to School-Based Budgeting        EDU, WAM
SD1
              Amends chapter 302A, HRS, to facilitate implementation of
              school-based budgeting, by requiring the DOE to submit to
              the individual schools and the legislature, by opening day
              of each regular session, a report on its proposed school-
              by-school budget allocation.  Gives each school maximum
              flexibility in expending its allocated budget.  (SD1)

S.B. 2783     Relating to Economic Development Financing EDU, WAM

              Promotes venture capital in Hawaii by establishing a
              revolving fund program for venture capital assistance.


S.B. 2784     Relating to High Technology Development   EDU/ECD, WAM
SD1           Corporation

              Authorizes the issuance of special purpose revenue bonds
              and special facility revenue bonds to develop high
              technology projects.  (SD1)

S.B. 2837     Relating to Educational Accountability    EDU/LRE, WAM
SD1

              Requires the DOE to implement the educational
              accountability system for Hawaii's public schools.
              Requires DOE to develop a collaborative process with
              stakeholders, including representatives of affected
              bargaining units, parents, administration, and students.
              Allows student input into quality of education.  (SD1)

S.B. 2040     Relating to Developmental Disabilities    HHS, WAM

              Makes an appropriation to match federal funds for medicaid
              for home and community based care for persons with
              developmental disabilities.  (SD1)

              Sets assistance allowance at sixty-five per cent of the
              standard of need.  (SD1)

S.B. 2062     Relating to Long Term Care                HHS/CPN, WAM
SD1

              Amends Act 93, SLH 1999, to extend actuarial study on
              long-term care from November 15, 1999, to November 15,
              2001; to extend sunset date of joint committee from June
              30, 2000, to June 30, 2002; to clarify requirements for
              the actuarial study; and to make unspecified
              appropriations for the study and JLC expenses.  (SD1)

S.B. 2448     Relating to Autism                        HHS/EDU, WAM
SD1

              Establishes the Hawaii Autism Center of Excellence within
              the University of Hawaii School of Medicine.  (SD1)

S.B. 2489     Relating to Brain Injury                  HHS, WAM
SD1

              Establishes a task force to identify and eliminate public
              policy barriers to neurotraining services.  Establishes a
              community-based neurotraining research, education, and
              training infrastructure.  (SD1)

S.B. 2607     Relating to the Commission on the Status   HHS, WAM
              of Women
              Establishes a trust fund for the Commission on the Status
              of Women.  Makes all employees of the Commission exempt
              from civil service.  Amends various provisions of the
              Commission's statutes.

S.B. 3123     Relating to Post-Secondary Education      HHS/EDU, WAM
SD1

              Establishes a transitional welfare-to-work benefits
              program for public assistance recipients.  (SD1)
