Report Title: Substance Abuse Policy

Description: Transfers the state advisory commission on drug abuse and controlled substances from the DOH to the lieutenant governor, and makes the commission temporary. Transfers the duties of the DOH with respect to substance abuse policymaking to the commission. Changes the membership of the commission.
