A BILL FOR AN ACT

 

Relating to children.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The department of human services (department) shall administer a pilot project for preschool-aged children with emotional or behavioral difficulties. The department shall collaborate with volunteer recruitment agencies to recruit and train twenty-five senior volunteers for the project. The department shall collaborate with childcare providers to identify fifty children aged two to five years attending preschools on Oahu and the Hilo area for the pilot project. The children shall be identified by established developmental criteria for having emotional or behavioral difficulties. Trained senior volunteers shall be matched to individual children to provide nurturing support appropriate to each child's particular emotional or behavioral difficulties.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $195,000 or so much thereof as may be necessary for fiscal year 2001-2002, and $195,000 or so much thereof as may be necessary for fiscal year 2003-2003 for a pilot project for children with emotional and behavioral difficulties as described in section one of this Act. The funds appropriated shall be expended as follows:

(1) $74,400 per year for personnel expenses including administrative salaries and benefits; and

(2) $72,600 per year for general expenses including stipends for volunteers, recruitment, and supplies.

The sums appropriated shall be expended by the department of human services for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2001.
