HOUSE CONCURRENT

RESOLUTION

 

REQUESTING THE DEPARTMENT OF PUBLIC SAFETY TO ESTABLISH A FULL-TIME TEMPORARY EXEMPT POSITION FOR THE WOMEN'S COMMUNITY CORRECTIONAL CENTER (wccc) IN KAILUA TO SUPERVISE INMATES AND WORKERS IN THE WCCC NURSERY AND BUILDING MAINTENANCE PROGRAM.

 

 

WHEREAS, the Women's Community Correctional Center (WCCC) in Kailua needs to establish a full-time temporary exempt ground maintenance worker to provide supervision over the WCCC Nursery and Building Maintenance Program; and

WHEREAS, the Lani-Kailua Outdoor Circle is working to create an Environmental Science Program for inmates at WCCC that will include:

(1) A turf grass training area;

(2) Growing native plants and ornamentals to be used in hotels, golf courses, and along roadways;

(3) Building and maintaining fountains and pools; and

(4) Constructing irrigation systems;

and

WHEREAS, in continuing cooperation with Allied Builders and Contractors, the WCCC building and maintenance course plans to:

(1) Renovate WCCC's 16,000 square foot shade house;

(2) Re-roof the existing classroom and office; and

(3) Paint and clean the shade house, classroom, and office;

and

WHEREAS, WCCC currently has one community service work line supervisor and one building supervisor; and

WHEREAS, since both of these workers are involved in facility maintenance and community service projects, WCCC needs an additional full-time position to supervise inmate students and workers in the nursery as part of an on-the-job training program; and

WHEREAS, inmates from this program will be transitioned to community service projects and eventually furloughed to regular employment in the community; and

WHEREAS, this is an important project for inmates and the community: returning the women to society with better life, employment, and people skills, as well as job training to become self-supporting citizens; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2001, the Senate concurring, that the Department of Public Safety is requested to establish a full-time temporary exempt position for the WCCC in Kailua to supervise inmates and workers in the WCCC Nursery and Building Maintenance Program; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Public Safety, Allied Builders and Contractors, and Lani-Kailua Outdoor Circle.
