HOUSE CONCURRENT RESOLUTION

 

requesting the auditor to conduct an audit of the administrative services branch of the department of education.

 

 

WHEREAS, all employees should have the right to be paid on a timely basis for the hard work that they do; and

WHEREAS, not receiving pay on time can cause significant financial problems for employees, as they cannot budget their personal funds properly and can end up losing money if they are unable to meet their financial obligations; and

WHEREAS, it is especially difficult for people who change jobs to manage their finances if there is a significant transitional layover period in which they do not receive pay; and

WHEREAS, long delays in processing a new employee's payroll are unacceptable, especially if that employee has merely changed jobs within the same company or agency; and

WHEREAS, although the State is exempt from laws requiring timely payment of wages, state workers should still be able to receive their paychecks on time; and

WHEREAS, there have been reports of many teachers in the Department of Education (DOE) encountering significant difficulties in receiving their paychecks on time, especially for new hires and those who have transferred positions within the DOE; and

WHEREAS, this problem is due in part to the lack of automation of the DOE payroll, but has also been attributed to poor service and a lack of accountability for the DOE Administrative Services Branch; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2001, the Senate concurring, that the Auditor is requested to conduct an audit of the DOE Administrative Services Branch and make recommendations for procedural improvement and establishing improved accountability; and

BE IT FURTHER RESOLVED that the Auditor is requested to submit a report of findings and recommendations to the Legislature no later than twenty days before the convening of the regular session of 2002; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Auditor and the Superintendent of Education.
