HOUSE CONCURRENT

RESOLUTION

 

requesting a study to allow inter-island legislative testimony.

 

 

WHEREAS, democracy depends upon the popular will and the participation of our citizens in the decision-making process; and

WHEREAS, Hawaii is an island state in which popular participation is hindered by the difficulty faced by citizens on the Neighbor Islands to travel to the State legislature to express their views on proposed legislation; and

WHEREAS, modern technology now allows inter-active teleconferencing that obviates the necessity for citizens to travel over long distances in order to testify before state legislatures; and

WHEREAS, the legislatures in eight states presently allow remote testimony from their residents by electronic means; and

WHEREAS, a similar program is required in order to enable residents on the Neighbor Islands to participate more fully and actively in the legislative process; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2001, the Senate concurring, that an interim committee be established to conduct a study to determine the means and the costs of creating an audio teleconferencing network, comprised of representatives from such concerned entities as the Department of Planning and Economic Development, the Department of Accounting and General Services, the county mayors, the Hawaii State Association of Counties and Olelo; and

BE IT FURTHER RESOLVED that the results of said study be presented to the Committees on Legislative Management of the House of Representatives and the Senate of the Twenty-first Legislature of the State of Hawaii prior to the Regular Session of 2002.
