HOUSE RESOLUTION

 

requesting the streamlining of state film permitting.

 

 

WHEREAS, the State of Hawaii film permitting process has been considered by other jurisdictions to be a model of one-stop permit processing; and

WHEREAS, the Department of Business, Economic Development, and Tourism currently administers the film permit process through the Hawaii Film Office; and

WHEREAS, the Department of Business, Economic Development, and Tourism operates the film permit process through established memoranda of agreement with the Department of Land and Natural Resources and the Department of Transportation; and

WHEREAS, the Department of Business, Economic Development, and Tourism works cooperatively with other state agencies that participate in the one-stop film permit process as required; and

WHEREAS, filmmakers have expressed a desire for the film permitting at the county level to be standardized in the four counties, using the State's film permit process as a model; and

WHEREAS, the state and county film offices agree that further streamlining of the film permit process would cut red tape and help to promote Hawaii as a film friendly location; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2001, that the Department of Business, Economic Development, and Tourism, with the assistance of the Hawaii Television and Film Development Board, is requested to review the current one-stop film permitting process, and enter into agreements with the Counties of Hawaii, Kauai, and Maui and the City and County of Honolulu to further streamline the film permit process; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to Director of Business, Economic Development, and Tourism, the Chair of the Hawaii Television and Film Development Board, and the Mayor and the Chairperson of the Council of each county, the Chairperson of the Board of Land and Natural Resources and the Director of Transportation.
