REQUESTING THE CONGRESSIONAL DELEGATION OF THE STATE OF HAWAII SUPPORT A MISSILE DEFENSE SYSTEM.
WHEREAS, Ballistic missiles and weapons of mass destruction threaten the world's future; and
WHEREAS, over two dozen countries have ballistic missiles today. A number of them will be capable of striking the united States within a few years, and with little warning; and
WHEREAS, America is now unable to counter the rampant proliferation of nuclear, biological, and chemical weapons and their missile delivery systems around the world; and
WHEREAS, a missile defense system will allow the United States to rely less heavily on it nuclear force than it now does; and
WHEREAS, because the Soviet Union no longer exists, the United States is no longer obligated to abide by Anti-Ballistic Missile (ABM) treaties signed with the now defunct nation; and
WHEREAS, it is the federal government's obligation to protect the American people from missile attack; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2001, requests our elected representatives in the United States Congress support and work to pass legislation that would deploy a missile defense system as soon as possible; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the members of Hawaii's delegation to the Congress of the United States.
