A BILL FOR AN ACT

 

MAKING AN APPROPRIATION FOR THE seventh SENATORIAL DISTRICT.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $17,110,000, or so much thereof as may be necessary, for fiscal year 2001-2002, and the same sum, or so much thereof as may be necessary for fiscal year 2001-2002, is appropriated for the following capital improvements in the seventh senatorial district:

1. Antone Vidinha Regional Stadium Complex

Baseball field lighting and grandstand improvements $800,000

Rubberized track $700,000

Total funding $1,500,000

2. Waimea High School/District Swimming Pool

Restoration and Renovation

Plans and Design $50,000

Construction $550,000

Total funding $600,000

3. Kauai Scholastic and International Competition Fifty Meter Swimming Pool and Support Complex,

Plans and Design $250,000

Construction $4,000,000

Total funding $4,250,000

4. Hanapepe Stadium Sports Complex

Relocation of little league field, parking, and irrigation of soccer field $500,000

5. Kauai Civic Center, Phase IIIB

Renovation plans and construction $1,920,000

6. Kapaa/Wailua Drainage Master Plan $300,000

7. Kekaha Plantation Irrigation and

Drainage System Improvements

Plans $430,000

Design $600,000

Construction $1,570,000

Equipment $400,000

Total funding $3,000,000

8. East Kauai Irrigation Ditch System

Repair and Improvements $1,500,000

9. Waimea Sewer System

Upgrade facilities plan and upgrade effluent quality for reuse $200,000

10. Lihue Sewer System

Rehabilitate anaerobic digester, upgrade Marriott pump and plant chlorination systems, implement odor controls for Kapaia pump station $900,000

11. Wailua/Kapaa Sewer System

Relief sewer line to Wailua wastewater treatment plant, Wailua system odor control $350,000

12. Eleele Water System/Eleele School Waterline Improvements, Plans $80,000

13. Lihue Water System/Kauai High School Waterline Improvements, Plans $70,000

14. Kokee Road Safety Improvements and Emergency Escape Ramps

Realignment and reconstruction $600,000

15. Kekaha Solid Waste Facilities

Plans for new disposal facility $840,000

Land acquisition for auto recycle center $500,000

Total funding $1,340,000

SECTION 2. The appropriations made for capital improvement projects authorized in this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all appropriations that are unencumbered as of June 30, 2004, shall lapse as of that date.

SECTION 3. The sums appropriated shall be expended for the purposes of this Act; provided that:

(1) The sums appropriated in item 1 to 5, 12, and 13 shall be expended by the department of accounting and general services;

(2) The sum appropriated in item 14 shall be expended by the department of transportation; and

(3) The sums appropriated in items 6 to 11, and 15 shall be expended by the department of land and natural resources.

SECTION 4. This Act shall take effect on July 1, 2001.
