A BILL FOR AN ACT

 

making an appropriation for substance abuse treatment services.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that substance abuse continues to be a particularly pernicious problem among certain segments of the population, and affects families throughout the State. Providing substance abuse treatment services to these individuals is necessary to avoid increased costs to the State at a later time.

The purpose of this Act is to appropriate funds for specialized substance abuse treatment services for:

(1) Pregnant women and families involved with child protective services who have children under five years of age;

(2) Women and teenagers; and

(3) Men

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $1, or so much thereof as may be necessary for fiscal year 2001-2002 for specialized substance abuse treatment services for pregnant women and families involved with child protective services who have children under five years of age; provided that this sum shall be matched by private or federal sources for the purpose for which this sum is appropriated.

The sum appropriated shall be expended by the department of health for the purposes of this Act.

There is appropriated out of the general revenues of the State of Hawaii the sum of $1, or so much thereof as may be necessary for fiscal year 2001-2002 for specialized substance abuse treatment services for women; provided that this sum shall be matched by private or federal sources for the purpose for which this sum is appropriated.

The sum appropriated shall be expended by the department of health for the purposes of this Act.

SECTION 4. There is appropriated out of the general revenues of the State of Hawaii the sum of $1, or so much thereof as may be necessary for fiscal year 2001-2002 for specialized substance abuse treatment services for teenagers; provided that this sum shall be matched by private or federal sources for the purpose for which this sum is appropriated.

The sum appropriated shall be expended by the department of health for the purposes of this Act.

SECTION 5. There is appropriated out of the general revenues of the State of Hawaii the sum of $1, or so much thereof as may be necessary for fiscal year 2001-2002 for specialized substance abuse treatment services for men; provided that this sum shall be matched by private or federal sources for the purpose for which this sum is appropriated.

The sum appropriated shall be expended by the department of health for the purposes of this Act.

SECTION 6. This Act shall take effect on July 1, 2001.
