A BILL FOR AN ACT

 

relating to education.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2001-2002, to provide at least one full-time equivalent (1.00 FTE) vice-principal position for each public school; provided that the superintendent of education:

(1) Shall allocate additional vice-principal positions to schools based on the needs of individual principals, the existence of specific risk factors in school communities, and student enrollment;

(2) May not allocate vice-principal positions to schools solely on the basis of student enrollment;

(3) May establish executive officer positions filled by teachers, instead of vice-principal positions filled by educational officers, if the creation of additional vice-principal positions would be impractical due to a shortage of educational officers in the department of education; and

(4) May authorize the use of part-time vice-principal positions for schools that can justify a full-time position when used in conjunction with classroom instructional time or as a classroom facilitator, as determined by the district superintendent.

SECTION 2. The sum appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2001.
