Your Committee on Labor, to which was referred Governor's Message No. 115, submitting for consideration the nomination of:

LEONARD AGOR, gubernatorial nominee as Director of Labor and Industrial Relations for a term to expire December 2, 2002;

begs leave to report as follows:

Your Committee received testimony in support of Mr. Agor's nomination from the State's congressional delegation to the U.S. House of Representatives, the Lieutenant Governor, the Attorney General, the Chairman of the Labor and Industrial Relations Appeals Board, the Business Management Officer of the Department of Labor and Industrial Relations, the Executive Director of the Hawaii State Commission on the Status of Women, the Chairperson of the Board of Land and Natural Resources, the Director of Human Resources Development, the Chairperson and Executive Director of the Hawaii Civil Rights Commission, the Director of Taxation, the Comptroller, and twenty-five private organizations and citizens.

Upon review of the statements submitted by the nominee, your Committee finds that the nominee will work with compassion and commitment in heading the Department of Labor and Industrial Relations. As the Oahu Division Director of the United Public Workers, the nominee demonstrated the ability to lead and to carry out the responsibilities of that office. Your Committee finds that the nominee has been appointed based upon his credentials, integrity, and a desire to make Hawaii better through his participation as the Director of Labor and Industrial Relations.

As affirmed by the record of votes of the members of your Committee on Labor that is attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
