Your Committee on Labor, to which was referred Governor's Message No. 250, submitting for study and consideration the nominations of:

BOARD OF TRUSTEES, HAWAII PUBLIC EMPLOYEES HEALTH FUND

HOWENA HIU BLUME, for terms to expire June 30, 2005,

begs leave to report as follows:

Your Committee notes that Governor's Message No. 275, withdrew the nomination of Linda R. Lai from consideration by the Senate.

Testimony in support of the nominee was received from the Director of Budget and Finance.

Your Committee finds that Howena Hiu Blume is the Human Resources Service Manager for Tesoro Hawaii Corporation. She has extensive expertise in private sector employee benefit plans and holds several professional affiliations in the employee benefits field. As a sitting member of the Hawaii Public Employees Health Fund, Ms. Blume has been an active and productive Trustee, giving unselfishly of her time and sharing her knowledge and expertise with her fellow members.

Upon review of the testimony and the statements submitted by the nominee, your Committee finds that Howena Hiu Blume has the necessary character, experience, and qualifications to serve on the Board of Trustees for the Hawaii Public Employees Health Fund.

As affirmed by the record of votes of the members of your Committee on Labor that are attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
