Your Committee on Commerce, Consumer Protection and Housing, to which was referred Governor's Message No. 267, submitting for study and consideration the nominations of:

PEST CONTROL BOARD

MICHAEL JOHN BOTHA, and ANDREW C. NOWINSKI, for terms to expire June 30, 2005,

begs leave to report as follows:

The Department of Commerce and Consumer Affairs and Hawaii Pest Control Association (HPCA) testified in support of both nominees. The Building Industry Association of Hawaii and an individual testified in support of nominee Botha.

Michael John Botha owns and operates his own termite and pest control business and has worked in the industry for over fifteen years. He has served on the board of directors and various committees of the HPCA. Mr. Botha has represented pest control licensees on the Pest Control Board since July, 1998.

Andrew C. Nowinski served as an entomology specialist in the United States Air Force and has been employed in the industry for twenty-five years. He is a member of the National Pest Control Association and HPCA, having served on the board of directors of the latter organization. Mr. Nowinski has been a member of the Pest Control Board since July, 1997.

As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection and Housing that are attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
