Sir:

Your Committee on Economic Development and Technology, to which was referred Governor's Message No. 305, submitting for study and consideration the nominations of:

BOARD OF DIRECTORS, HAWAII STRATEGIC DEVELOPMENT CORPORATION

ANTONIO J. SAGUIBO, JR. and JONATHAN A. KOBAYASHI for terms to expire June 30, 2005,

begs leave to report as follows:

Upon review of the testimony and statements submitted by the nominees, your Committee finds that each of the nominees has the necessary character, experience, and qualifications to serve on the Board of Directors of the Hawaii Strategic Development Corporation (Corporation).

Your Committee received testimony in support of the nominees from the Hawaii Strategic Development Corporation.

Your Committee received testimony in support of Antonio J. Saguibo, Jr. from the Plumbers and Fitters Local 675, International Association of Bridge, Structural, Ornamental and Reinforcing Iron Workers, Laborers' International Union of North America Local 368, AFL-CIO, Hawaii Strategic Development Corporation, Hawaii Electricians Market Enhancement Program Fund, and the University of Hawaii Professional Assembly.

Antonio J. Saguibo, Jr. is currently a union representative for the Laborers' International Union of North America, Local 368, where he is active in furthering union issues at the local, county and statewide levels. He is also highly involved in community activities, where he serves on a number of boards and committees, including the Tobacco Advisory Board, the Labor Education Advisory Council, and the Hawaii State AFL-CIO Executive Board.

Jonathan A. Kobayashi is a practicing attorney with the firm of Kobayashi, Sugita and Goda. He brings sound business and legal advice to the Corporation and ensures that any board decisions consider the best interests of the State while at the same time promoting venture capital development. As exemplified by his volunteer board position with the Corporation, Mr. Kobayashi is a highly involved contributor to community activities.

Your Committee finds that both nominees have been appointed based upon their credentials, integrity, and a desire to improve Hawaii's business climate through their service on the Board of Directors of the Hawaii Strategic Development Corporation.

As affirmed by the record of votes of the members of your Committee on Economic Development and Technology that are attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
