Sir:

Your Committee on Transportation, Military Affairs and Government Operations, to which was referred Governor's Message No. 312, submitting for study and consideration the nominations of:

PROCUREMENT POLICY BOARD

WINIFRED N. ODO, MYRON L. TONG, and CLAIRE H. MOTODA, for terms to expire June 30, 2005,

begs leave to report as follows:

Upon review of the testimony and statements submitted by the nominees, your Committee finds that each of the nominees has the necessary character, experience, and qualifications to serve on the Procurement Policy Board (Board).

Your Committee received testimony in support of each nominee from the State Procurement Office. Testimony in support of Myron Tong was also submitted by the Executive Director of Pacific Radiopharmacy, Ltd., the Commanding Officer, 154th Medical Squadron, Hawaii Air National Guard, an Executive Director of St. Francis Healthcare System of Hawaii, and a Principal of Cap Gemini Ernst & Young.

Your Committee notes the following background and qualifications of the nominees.

Ms. Winifred N. Odo is being renominated to the Board. During her tenure with the Board, she has contributed greatly to shaping the Board's purchasing policies by sharing her knowledge and insight that she gained as the former Medicaid Administrator of the Department of Human Services. Now employed in the private sector, Ms. Odo will occupy a seat reserved for an individual with a health and human services background.

Mr. Myron L. Tong is being nominated to fill a seat representing the health and human services community. He is presently an executive with the St. Francis Healthcare Foundation of Hawaii. Your Committee anticipates that he will be an energetic and effective new member of the Board.

Ms. Claire H. Motoda is also being renominated to the Board. She has been the Board's Chairperson for the past year, demonstrating strong and effective leadership as well as a thorough knowledge of State procurement practices. She served for twenty-seven years in State government as a procurement and supply specialist, most recently for the Department of Public Safety. Ms. Motoda holds a seat designated for a certified professional in the field of procurement.

Your Committee Chair diligently questioned each nominee regarding their vision for the Procurement Policy Board. Your Committee finds that the nominees have been appointed based upon their credentials, integrity, and a desire to improve the procurement process in Hawaii through their participation on the Procurement Policy Board.

As affirmed by the record of votes of the members of your Committee on Transportation, Military Affairs and Government Operations that are attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
