Sir:
Your Committee on Education, to which was referred H.B. No. 1048, H.D. 2, entitled:
"A BILL FOR AN ACT RELATING TO THE STATE LIBRARIAN,"
begs leave to report as follows:
The purpose of this measure is to allow the Board of Education to set the salary of the state librarian at a rate no greater than $120,000.
Your Committee received testimony in support of this measure from the Board of Education and the Hawaii Business Roundtable.
Your Committee finds that, in passing this measure, your Committee is not recommending a raise for the state librarian. Rather, in leaving the matter to the discretion of the Board of Education it is expected that the Board shall establish evaluation criteria to determine when an annual salary increase is warranted.
As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1048, H.D. 2, and recommends that it pass Second Reading and be referred to the Committee on Ways and Means.
