Your Committee on Health and Human Services, to which was referred H.B. No. 1233, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO YOUTH SERVICES,"

begs leave to report as follows:

The purpose of this measure is to clarify the services of the youth services centers and to appropriate moneys for youth services centers and the Hookala diversion lock-up program.

Testimony in support of this measure was submitted by the Office of Youth Services, Juvenile Justice State Advisory Council, Hawaii Youth Services Network, Haleopio Kauai, Inc., Boys and Girls Club of Hawaii, Blueprint for Change, and a private citizen.

Your Committee finds that the Hawaii Youth Service Centers provides an array of services to youth through delinquency prevention, intervention, and community empowerment programs. Your Committee further finds that the Hookala diversion lock-up program provides much needed crises management services for juveniles and their families to address issues surrounding the arrest and divert the juvenile from further contact with the juvenile justice system. Thus, your Committee believes that the $1,000,000 appropriation is needed to expand and continue these much needed services to Hawaii's youth.

Your Committee has amended this measure by:

(1) Combining the purpose sections for the youth services centers and the Hookala diversion lock-up program;

(2) Removing the specific requirements for the youth service centers responsibilities;

(3) Making one appropriation for $1,000,000 to be expended by the Office of Youth Services to effectuate the purpose of this Act.

As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1233, H.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1233, H.D. 1, S.D. 1, and be referred to the Committee on Ways and Means.
