Your Committees on Agriculture and Education, to which was referred H.B. No. 1287, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO AGRICULTURE,"

beg leave to report as follows:

The purpose of this measure is to appropriate funds to enable the University of Hawaii College of Tropical Agriculture and Human Resources to conduct research and outreach activities.

Your Committees received testimony in favor of this measure from the University of Hawaii College of Tropical Agriculture and Human Resources (UH-CTAHR), Hawaii Farm Bureau Federation, Maui County Farm Bureau, Kauai County Farm Bureau, Greenpoint Nursery, Inc., M. Uradomo Farms, Inc., Big Island Farm Bureau, Hawaii Agriculture Research Center, Pineapple Growers Association of Hawaii, Hawaii Forest Industry Association, Nalo Farms, Meadow Gold Dairies, Hawaiian Commercial & Sugar Company, Hawaii Cattlemen's Council, Inc., Hawaii Crop Improvement Association, Hawaii Banana Industry Association, Alluvion, Inc., Landscape Industry Council of Hawaii, and Hawaii Egg Producers Cooperative.

Your Committees find that Hawaii's agriculture industry is poised to grow substantially provided that the necessary investment and support exist. Diversified agriculture, in particular, holds extraordinary promise to boost the State's economy. However, a commitment to research, investment, and outreach is necessary to truly maximize the potential of diversified agriculture in Hawaii. UH-CTAHR is engaged in several areas of research and outreach that contribute greatly to the development of agriculture in Hawaii. This measure commits funds to further research, development, and outreach activities at UH-CTAHR to assist the growth and expansion of Hawaii's agriculture industry.

Your Committees have amended this measure by changing the appropriated amounts to $1,000,000 for fiscal year 2001-2002 and $1,000,000 for fiscal year 2002-2003.

As affirmed by the records of votes of the members of your Committees on Agriculture and Education that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 1287, H.D. 1, as amended herein, and recommend that it pass Second Reading in the form attached hereto as H.B. No. 1287, H.D. 1, S.D. 1, and be referred to the Committee on Ways and Means.
