Sir:

Your Committee on Ways and Means, to which was referred H.B. No. 144 entitled:

"A BILL FOR AN ACT RELATING TO KAHO`OLAWE ISLAND RESERVE,"

begs leave to report as follows:

The purpose of this measure is to authorize the Kaho`olawe Island Reserve Commission to solicit grants, donations, and deposits for the Kaho`olawe rehabilitation trust fund.

At present, the rehabilitation trust fund may only receive moneys from the state or federal governments. This bill will change the name of the fund by adding "Kaho`olawe" to its name and will remove its repeal date of June 30, 2005. The bill will allow the commission to solicit and accept moneys to further the purposes of the Kaho`olawe island reserve law, and will require an annual report from the Commission on the status of the fund.

Your Committee finds that, with the transition of the island from the federal government, the Kaho`olawe Island Reserve Commission will need additional monies to continue the cleanup and develop the island as a cultural reserve. Expanding the scope of the fund sources is sensible and will equip the Kaho`olawe Island Reserve Commission with a valuable tool to carry out its mission.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 144 and recommends that it pass Third Reading.
