Your Committee on Ways and Means, to which was referred H.B. No. 1586, H.D. 1, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO UNEMPLOYMENT,"

begs leave to report as follows:

The purpose of this measure is to extend unemployment insurance benefits for an additional six months to displaced employees of Amfac Sugar Kauai who are enrolled in or actively seeking to enroll in a vocational training or education program.

Your Committee finds that an additional six months of unemployment benefits will give the displaced employees the opportunity to pursue occupational training programs for re-entry into the marketplace.

Your Committee has amended this measure by making technical nonsubstantive amendments for the purposes of clarity.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1586, H.D. 1, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 1586, H.D. 1, S.D. 2.
