Your Committee on Ways and Means, to which was referred H.B. No. 212, H.D. 2, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO THE STATE WATER CODE,"

begs leave to report as follows:

The purpose of this measure is to appropriate funds for fiscal year 2001-2002 to fund the implementation of the agricultural water use and development plan.

In particular, this bill appropriates funds to be expended by the Department of Agriculture for research, data gathering, mapping, and data compilation of existing systems; inventorying existing agricultural land use and irrigation water requirements; and developing an agricultural water plan.

Your Committee agrees with the intent of this bill, and finds that this project is necessary to qualify for federal aid financing, reimbursement, or both, pursuant to federal law.

To facilitate further discussion on the funding necessary to carry out the purposes of this measure, your Committee has amended this bill by replacing the sum appropriated with a blank amount.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 212, H.D. 2, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 212, H.D. 2, S.D. 2.
