Your Committee on Transportation, Military Affairs and Government Operations, to which was referred H.B. No. 415, H.D. 2, entitled:

"A BILL FOR AN ACT RELATING TO HARBORS,"

begs leave to report as follows:

The purpose of this measure is to provide a statutory preference at Maalaea harbor in Maui for inter-island ferry service operators.

Your Committee received testimony in support of this measure from the Board of Land and Natural Resources and the Chair and four members of the Maui County Council.

Your Committee recognizes that there are few options for persons traveling between neighboring islands, and that the State should encourage inter-island ferry service operators. Existing law provides a statutory preference at Lahaina harbor for inter-island ferry service operators traveling between Maui and Molokai.

Your Committee finds that Lahaina and Maalaea harbors are the only small boat harbors in the State capable of accommodating ferry service operations. Your Committee supports this measure, which will provide a further incentive for commercial ferry operators to provide service to Maui.

As affirmed by the record of votes of the members of your Committee on Transportation, Military Affairs and Government Operations that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 415, H.D. 2, and recommends that it pass Second Reading and be placed on the calendar for Third Reading.
