STAND. COM. REP. NO.1119
Honolulu, Hawaii
, 2001
RE: H.B. No. 469
H.D. 2
Honorable Robert Bunda
President of the Senate
Twenty-First State Legislature
Regular Session of 2001
State of Hawaii
Sir:
Your Committees on Education and Labor, to which was referred H.B. No. 469, H.D. 2, entitled:
"A BILL FOR AN ACT RELATING TO SCHOOL PERSONNEL,"
beg leave to report as follows:
The purpose of this measure is to require principals to have not less than five years of school-level experience of which at least three years have been as a teacher. In addition, this measure allows the Department of Education to waive certification and experience requirements for vice-principals on a case-by-case basis.
Your Committees received testimony in favor of this measure from the Hawaii Business Roundtable. Opposing testimony was received from the HGEA/AFSCME, Local 152, AFL-CIO, and the Department of Education.
Your Committees find that public school administration is fairly complex requiring several different skills. Finding qualified and skilled individuals to serve as principals and vice-principals is a constant challenge. This measure allows the necessary flexibility in the hiring of principals and vice-principals to ensure the best qualified candidates continue to serve at the State's public schools.
As affirmed by the records of votes of the members of your Committees on Education and Labor that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 469, H.D. 2, and recommend that it pass Second Reading and be referred to the Committee on Ways and Means.
Respectfully submitted on behalf of the members of the Committees on Education and Labor,
