Your Committee on Transportation, Military Affairs and Government Operations, to which was referred H.B. No. 539, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO THE HOUSING AND COMMUNITY DEVELOPMENT CORPORATION OF HAWAII,"

begs leave to report as follows:

The purpose of this measure is to authorize the establishment of resident advisory boards to assist in the creation of the public housing agency plan to be developed by the Housing and Community Development Corporation of Hawaii (HCDCH).

Your Committee received testimony in support of this measure from HCDCH.

Your Committee finds that the federal Quality Housing and Work Responsibility Act of 1998 requires that resident advisory boards be established in federally-funded public housing projects. The purpose of the resident advisory boards is to assist HCDCH with the development of a public housing agency plan and any amendments thereto.

The resident advisory boards will be comprised of residents who are directly assisted by HCDCH under the federal public housing assistance program. Your Committee finds that pursuant to federal regulations, the resident advisory boards must include members who are residents of federal public housing projects. Your Committee finds that this measure will put Hawaii into compliance with federal law. Your Committee notes that this measure's companion, Senate Bill No. 1015, has passed the Senate and is pending in the House of Representatives.

As affirmed by the record of votes of the members of your Committee on Transportation, Military Affairs and Government Operations that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 539, H.D. 1, and recommends that it pass Second Reading and be referred to the Committee on Commerce, Consumer Protection and Housing.
