Your Committee on Ways and Means, to which was referred H.B. No. 840, H.D. 2, entitled:

"A BILL FOR AN ACT RELATING TO THE UNIVERSITY OF HAWAII,"

begs leave to report as follows:

The purpose of this measure is to establish the Data and Research Office for Children and Families in the Center on the Family at the University of Hawaii at Manoa.

Additionally, this measure appropriates funds to the Office of the Governor to establish the Data and Research Office.

Your Committee finds that through this measure the Data and Research Office will assist the center in establishing key indicators and data sets relevant to the health, education, and socioeconomic well-being of Hawaii's children and families. Your Committee further finds that the Office will provide services to communities so that constituencies interested in improving outcomes for children will be able to access meaningful information on the performance of schools and communities, determine the actions necessary to improve the results in communities, and assess the measurable differences of interventions taken.

Your Committee has amended this measure by deleting the appropriation for the Data and Research Office.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 840, H.D. 2, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 840, H.D. 2, S.D. 1.
