Your Committees on Water, Land, Energy and Environment and Transportation, Military Affairs and Government Operations, to which was referred S.B. No. 1011 entitled:

"A BILL FOR AN ACT RELATING TO GEOGRAPHIC INFORMATION SYSTEMS,"

beg leave to report as follows:

The purpose of this measure is to establish a special fund for the operation and maintenance of the statewide planning and geographic information system and to enable the office of planning to charge fees for spatial analysis services and geographic information system products.

Your Committees received testimony supporting this measure from the Department of Agriculture, Department of Accounting and General Services, and Department of Business, Economic Development and Tourism.

Your Committees find that many State agencies find the state Geographic Information Systems (GIS) an essential tool to analyze data for their particular needs and projects. Unfortunately, the lack of a dedicated source of funding has often resulted in deferred upgrades to the GIS hardware and software. This measure creates a dedicated source of funding for the GIS and ensures that it will utilize up-to-date components.

As affirmed by the records of votes of the members of your Committees on Water, Land, Energy and Environment and Transportation, Military Affairs and Government Operations that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 1011 and recommend that it pass Second Reading and be referred to the Committee on Ways and Means.
