Sir:

Your Committee on Ways and Means, to which was referred S.B. No. 1081 entitled:

"A BILL FOR AN ACT RELATING TO EDUCATION,"

begs leave to report as follows:

The purpose of this measure is to authorize the Department of Education to collect tuition for nonfunded supplemental, discretionary, out-of-school time instructional programs.

At present, the department is only permitted to charge tuition fees for summer school and intersession programs. Schools have been offering other supplemental programs to their students during non-school hours, but have had to do so at no cost, which restricts the kind and number of programs that can be offered. The ability to charge tuition for these programs would provide greater flexibility for individual schools to offer a variety of programs responsive to their students' needs.

This bill renames the "special summer school and intersession fund" to the "special out-of-school time instructional program fund," and continues the fund's exemption for the charges for central services and administrative expenses.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1081 and recommends that it pass Third Reading.
