Your Committee on Judiciary, to which was referred S.B. No. 1104, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO AUTHORITY OF FOSTER PARENTS TO PROVIDE CONSENTS FOR THE FOSTER CHILD'S EDUCATIONAL AND RECREATIONAL NEEDS,"

begs leave to report as follows:

The purpose of this measure is to authorize foster parents to sign school forms and recreational permission slips for their foster children.

Your Committee received testimony in favor of this measure from the Department of Human Services, Department of Education, and Hawaii Youth Services Network.

Your Committee finds that allowing foster parents to provide educational and recreational consents for foster children in their care is in accord with the provision in chapter 587, Hawaii Revised Statutes, that allows foster parents to consent to routine medical care for their foster children. This measure will facilitate the foster parents' ability to readily access educational and recreational activities for their foster child.

As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1104, S.D. 1, and recommends that it pass Third Reading.
