Your Committee on Water, Land, Energy and Environment, to which was referred S.B. No. 1135 entitled:

"A BILL FOR AN ACT RELATING TO HAZARDOUS WASTE,"

begs leave to report as follows:

The purpose of this measure is to delete the requirement that a hazardous waste broker obtain a notarized statement from the landowner acknowledging the broker's activities, to replace the annual notification requirement with an initial notification and a notification of any change, and to require notification for each business.

Your Committee received testimony in support of this measure from the Department of Health (DOH).

Your Committee finds that the hazardous waste program is required to maintain a tracing system of hazardous waste brokers with information submitted by the brokers. This measure would streamline the notification process, while continuing to provide DOH with adequate information regarding hazardous waste operations statewide.

As affirmed by the record of votes of the members of your Committee on Water, Land, Energy and Environment that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1135 and recommends that it pass Second Reading and be placed on the calendar for Third Reading.
