Sir:

Your Committee on Labor, to which was referred S.B. No. 1151 entitled:

"A BILL FOR AN ACT RELATING TO OCCUPATIONAL AND CAREER INFORMATION,"

begs leave to report as follows:

The purpose of this measure is to complete the transition of responsibility for occupational and career information from the Hawaii State Occupational Information Coordinating Committee to the Hawaii Workforce Development Council (WDC).

Testimony in support of the measure was received from the Department of Labor and Industrial Relations, the Workforce Development Council, and the Department of Human Services.

Your Committee finds that the Hawaii State Occupational Information Coordinating Committee is in the last stages of being phased out and its functions are now being carried out by the WDC. The WDC is a thirty-one member public/private partnership body that is administratively attached to the Department of Labor and Industrial Relations.

Your Committee believes that the WDC is ready and able to take on the rest of the Occupational Information Coordinating Committee's responsibilities and that the transfer of authority should occur.

As affirmed by the record of votes of the members of your Committee on Labor that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1151 and recommends that it pass Second Reading and be referred to the Committee on Ways and Means.
