Your Committee on Tourism and Intergovernmental Affairs, to which was referred S.B. No. 1299 entitled:

"A BILL FOR AN ACT RELATING TO WATER SUPPLY BOARDS,"

begs leave to report as follows:

The purpose of this measure is to authorize the county water authorities to assess, impose, levy, and collect impact fees for any development involving water supply or service.

Your Committee received testimony in support of this measure from the City and County of Honolulu Board of Water Supply, Kauai Department of Water, and Maui Department of Water Supply.

Your Committee finds that this measure recognizes and clarifies the semi-autonomous nature of county boards of water supply and transfers to these boards the provisions that the counties currently hold regarding impact fees for any development involving water supply or service. The measure also requires the boards to adopt rules to effectuate the imposition or collection of any such fees.

Your Committee believes that this measure will assist the boards of water supply in their efforts to be self-supporting, while providing consumers with sufficient access to information regarding these impact fees.

As affirmed by the record of votes of the members of your Committee on Tourism and Intergovernmental Affairs that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1299 and recommends that it pass Third Reading.
