Sir:

Your Committee on Economic Development and Technology, to which was referred S.B. No. 1314 entitled:

"A BILL FOR AN ACT RELATING TO THE ECONOMY,"

begs leave to report as follows:

The purpose of this measure is to create an economic task force to develop clear goals and an implementation plan to improve Hawaii's economic diversity.

Your Committee received testimony in favor of this measure from the National Federation of Independent Business – Hawaii and the Chamber of Commerce of Hawaii.

Your Committee finds that an economic task force will build unity and consensus on many levels as well as align several efforts to develop a variety of economic sectors in the State.

Your Committee has amended this measure by including appropriations to attract investment from Pacific Rim countries; for planning, design, and construction of a strategic action planning process; to extend the community-based economic development loan and grant program for information technology in distressed rural areas; and for the marketing of Hawaii's products and services. Your Committee also amended this measure to clarify that the members of the task force shall be chosen from a list of proposed names submitted by each of the representative groups to ensure full and committed participation by all members.

As affirmed by the record of votes of the members of your Committee on Economic Development and Technology that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1314, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 1314, S.D. 1, and be referred to the Committee on Ways and Means.
