Your Committee on Labor, to which was referred S.B. No. 1382 entitled:

"A BILL FOR AN ACT RELATING TO STATE OFFICERS AND EMPLOYEES EXCLUDED FROM COLLECTIVE BARGAINING AND MAKING APPROPRIATIONS AND OTHER ADJUSTMENTS,"

begs leave to report as follows:

The purpose of this measure is to fund for Fiscal Biennium 2001-2003 salary and benefit cost items comparable to those awarded to employees of Units 3, 4, and 13, for employees of legislative service and attached agencies and other excluded public employees.

Testimony in support of the measure was received from the Auditor, the Ombudsman, and the Hawaii Government Employees Association, Managerial and Confidential Employees Chapter.

Your Committee believes that this measure should remain available for action throughout the legislative process.

As affirmed by the record of votes of the members of your Committee on Labor that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1382 and recommends that it pass Second Reading and be referred to the Committee on Ways and Means.
