Your Committee on Commerce, Consumer Protection and Housing, to which was referred S.B. No. 210, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO PILOTS,"

begs leave to report as follows:

The purpose of this measure is to require the director of commerce and consumer affairs to determine the number of pilots necessary to safely and efficiently meet the requirements of commerce, and to ensure that an adequate supply of pilots is maintained and licensed.

Testimony in support of this measure was submitted by the Department of Commerce and Consumer Affairs (DCCA), Hawaii Pilots Association, Fairway Navigation, Inc, and three private citizens.

Your Committee finds that with the Attorney General believing that the prior rules under the DCCA were not sufficiently based on statutory authority, a change in the statutes is necessary. This measure will codify the practices of the DCCA, thus preserving the prior workable system of licensing deputy and port pilots.

As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection and Housing that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 210, S.D. 1, and recommends that it pass Third Reading.
