Sir:

Your Committees on Education and Transportation, Military Affairs and Government Operations, to which was referred S.B. No. 563 entitled:

"A BILL FOR AN ACT RELATING TO STUDENT TRANSPORTATION,"

beg leave to report as follows:

The purpose of this measure is to provide for bus transportation home for students involved in after school extracurricular activities.

Your Committees heard testimony in support of a proposed amendment from the Office of Hawaiian Affairs. Testimony opposing the measure was submitted by the Department of Education.

The Department of Education has realized cost savings by improving the operational efficiency of the student transportation system. Your Committees find that some of these resources should be utilized to provide transportation for those students who would like to participate in after school extracurricular activities but cannot due to transportation constraints.

Your Committees have amended the measure by adding a reference to encourage the Department of Education to consolidate bus schedules to accommodate students involved in after school extracurricular activities.

As affirmed by the records of votes of the members of your Committees on Education and Transportation, Military Affairs and Government Operations that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 563, as amended herein, and recommend that it pass Second Reading in the form attached hereto as S.B. No. 563, S.D. 1, and be referred to the Committee on Ways and Means.
