STAND. COM. REP. NO.569

Honolulu, Hawaii

, 2001

RE: S.B. No. 670

S.D. 1

Honorable Robert Bunda

President of the Senate

Twenty-First State Legislature

Regular Session of 2001

State of Hawaii

Sir:

Your Committee on Education, to which was referred S.B. No. 670 entitled:

"A BILL FOR AN ACT RELATING TO THE HAWAII STATE STUDENT COUNCIL,"

begs leave to report as follows:

The purpose of this measure is to establish a Hawaii State Student Council within the Hawaii Revised Statutes.

Your Committee received testimony in favor of this measure from the Department of Education, the student member of the Board of Education, and two high school students.

Your Committee finds that Hawaii's students need a forum for discussing important issues relating to their concerns, responsibilities, and goals. The Hawaii State Student Council has provided this forum successfully for a number of years. This measure formally codifies the establishment of the Hawaii State Student Council. In addition, this measure authorizes the council to elect the student member of the Board of Education.

Your Committee has amended this measure by changing the effective date to December 28, 2050.

As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 670, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 670, S.D. 1, and be referred to the Committee on Ways and Means.

Respectfully submitted on behalf of the members of the Committee on Education,
