Sir:

Your Committees on Transportation, Military Affairs and Government Operations and Education, to which was referred S.B. No. 843 entitled:

"A BILL FOR AN ACT RELATING TO BICYCLE EDUCATION,"

beg leave to report as follows:

The purpose of this measure is to appropriate funds to conduct bicycle safety courses for fourth grade students in Hawaii.

Your Committees received testimony in support of this measure from the Department of Transportation, the Hawaii County Mayoral Committee on Bicycle and Pedestrian Safety, the Hawaii Bicycle League, Keiki Injury Prevention Center, the Honolulu City and County Department of Transportation Services, Kauai Keiki Injury Prevention Coalition, People's Advocacy for Trails Hawaii, and nine private citizens.

Your Committees find that this measure serves two laudable goals. First, by teaching our children safe cycling techniques, they will be less likely to be injured or killed in a bicycle accident. In addition, given the increasing reliance on automobiles in Hawaii, this measure will increase the use of bikes, rather than automobiles, as a form of transportation.

Your Committees have deleted the dollar amounts from this measure and left them blank for determination by the Committee on Ways and Means.

As affirmed by the records of votes of the members of your Committees on Transportation, Military Affairs and Government Operations and Education that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 843, as amended herein, and recommend that it pass Second Reading in the form attached hereto as S.B. No. 843, S.D. 1, and be referred to the Committee on Ways and Means.
