Sir:

Your Committee on Water, Land, Energy and Environment, to which was referred S.B. No. 950, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO DIAMOND HEAD,"

begs leave to report as follows:

The purpose of this measure is to clarify the boundary of the Diamond Head State Monument area by using tax key map designations.

Your Committee received testimony in support of this measure from Diamond Head Citizens Advisory Committee, Na Leo Pohai, Hawaii's Thousand Friends, and three individuals. The Department of Land and Natural Resources submitted comments.

Your Committee finds that this measure will clearly delineate the public lands comprising the monument. Your Committee has heard requests to include the Canon Club and Diamond Head Road in the boundary description, but believes these changes would be more appropriate at a later time.

Your Committee understands that the acquisition of the Canon Club by the State is still in progress, and that there are further considerations to be resolved regarding Diamond Head Road. Your Committee commends the parties involved, particularly the community members, for their commitment to preserving this monument as a significant landmark.

As affirmed by the record of votes of the members of your Committee on Water, Land, Energy and Environment that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 950, S.D. 1, and recommends that it pass Third Reading.
