Your Committees on Labor and Tourism and Intergovernmental Affairs, to which was referred S.B. No. 99 entitled:

"A BILL FOR AN ACT RELATING TO THE LIQUOR COMMISSION,"

beg leave to report as follows:

The purpose of this measure is to enable liquor commission employees to participate in election activities.

Testimony in support of the measure was received from the Hawaii Government Employees Association and the County of Hawaii Department of Liquor Control. The City and County of Honolulu Liquor Commission submitted comments on the measure.

Your Committees find that under existing law, liquor commission employees are prohibited from participating in campaign-related activities, including running for public office.

Your Committees believe that removing the prohibition against liquor commission employees from engaging in election activities will grant them the same constitutional rights accorded to other citizens of the State to fully participate in the political process.

As affirmed by the records of votes of the members of your Committees on Labor and Tourism and Intergovernmental Affairs that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 99 and recommend that it pass Second Reading and be referred to the Committee on Judiciary.
