Your Committees on Health and Human Services and Hawaiian Affairs, to which was referred S.C.R. No. 100 entitled:

"SENATE CONCURRENT RESOLUTION SUPPORTING PROJECT KA HALE PONO'S PETITION TO THE DEPARTMENT OF HAWAIIAN HOME LANDS FOR A PARCEL OF LAND TO BUILD A YOUTH CENTER,"

beg leave to report as follows:

The purpose of this measure is to support the Ka Hale Pono's petition to the Department of Hawaiian Home Lands for a parcel of land to build a youth center.

Testimony in support of this measure was submitted by the Department of Education, Kauai District and the Kauai Community College. The Department of Hawaiian Home Lands offered comments.

Your Committee finds that this measure will:

(1) Provide a safe haven for youth to study and learn;

(2) Allow adults to participate in job training and

building skills; and

(3) Promote families to come together and network with

each other.

Your Committee has amended this measure by making technical, nonsubstantive amendments.

As affirmed by the records of votes of the members of your Committees on Health and Human Services and Hawaiian Affairs that are attached to this report, your Committees concur with the intent and purpose of S.C.R. No. 100, as amended herein, and recommend its adoption in the form attached hereto as S.C.R. No. 100, S.D. 1.
